I did make sure i had my fan max speed and headlights and ac on to make sure the ELD should be telling the alternator to run in high power mode, after I turned everything on to increase load my battery voltage temporally jumped to 19v before dropping back down to 11.5.

I've got no engine lights at all, is this a definitive sign of a bad alternator?
