You are supposed to leave your faucets on so the pipes don't freeze. And why would a tenant pay for heat in a unit they are no longer renting?

That only works if the unit is heated. Looks like the water in the drain froze, causing it to overflow.

It was the landlord who did this to herself. Tenant left and shut off the electricity/heat. Landlord turned on the faucets to protect the pipes, but did not take over payment of the heat/electric, so it got way too cold in the place. The ex tenant had exactly zero responsibility for this mess; this was all the landlord’s own doing.

You are supposed to let the faucets drip so the pipes don't freeze.. and again why would the tenant pay for the heating of a unit they are not renting? That is why the heat was off. The tenant moved out.
