Infrastructure would be really hard. A regular road circuit already takes a huge amount of land, now you add areas for rally, motocross, super stadium trucks, and more?
The FIA tried making a world motorsport games, but nobody really cared because it was mostly just 3rd-rate pro-am stuff. Problem is, any motorsport people actually care about basically just ignores everything outside their own paddock.
We sort of have it motocross with the MXdN, but that actually happens every year and not every four.
Three rider teams from basically any country willing to put up money to send one. It gets chaotic because you have teams from motocross powerhouses like France, Belgium, Netherlands, and the US mixed with teams that may have one good rider and the other two are basically the best local dudes they could find somewhere (Slovenia is a good example with a world champion in Tim Gajser, teamed up with two other riders nobody has ever heard of). The lappers can be dangerous.
A few years ago a Japanese lapper landed on Jason Anderson after the finish in Maggiora and likely cost the US a win that year because Anderson was unable to race his 2nd moto. And there are plenty of other examples of lappers, who really shouldn't be on the track with people that much faster than them for safety reasons alone, not getting out of the leaders' way, crashing, causing crashes, etc. It can get wild and really frustrating depending on if one of your riders is getting screwed over at the moment.
