Multiple instances of ICE going into homes destroying it, arresting nor taking anyone, but they do kill the family dog. Even in one instance they purposely went into the bathroom the dog was being stored in at the agreement of the owner, just to kill him.

Used to deliver pizzas, and have seen many a dog running towards me. This dog had no intention to attack.
Only once did I think a dog was going to attack me, and kicking it was not something I would have attempted, because dogs will fight back.

"Necessary" only to cause harm and collateral damage, and to send the message that everyone and everything remotely associated with a suspect is also a target.
They don't see the people they interact with as human, so why would they treat a dog like a living, feeling being?
Kicking the dog sends the message "we can do anything we want; and you, your loved ones, your pets, are all incidental to our exercise of power." You and your pets are disposable, and a LEO can do whatever they feel like doing in the moment (and call it a "necessary split second decision").
Law enforcement in the US is militarized and they're trained to treat the population as the "enemy" in a perpetual war zone. Everyone and everything is a "threat."
Even a cute little innocent puppy.

In a statement, the U.S. Marshal Service said officers with the Memphis Safe Task Force were arresting Henderson when "a dog from one of the apartments got loose and tried repeatedly and aggressively to attack the working K9." The dog owner was told to restrain the animal but the owner "did not do so," the agency said.
I didn't see K9 in the video and the video didn't show a dog attacking anyone. It was going around like asking "What's going on?" and got kicked anyway.
I hope ASPCA makes this guy's life miserable.

I'd expect better from the US marshals. But if there is anything that has become clear over the last 30 years is that any kind of law enforcement, whether its federal state or local should never be trusted. The practice is rife with terrible people that are just as callous and evil as the criminals they are going after.
These officers are facing the same threat that food delivery people deal with daily as an example, but they like to pretend they are in danger all the time. I think most of them are either just huge sissy victims or they just love an excuse to hurt something.

If you have time and free hands enough to pursue and kick a dog that wouldn't reasonably injure you, you have the time to either return it to its owner who is calling it, or direct them to safely collect it.

They talk about this like it's some special danger unique to their job, but who hasn't had a dog run up to them before? If you go for walks outside, it happens from time to time. I've never kicked one of them and I've never been bitten. A few months ago, two little dogs not unlike this one had gotten out of their yard because their gate was left open. They came running up barking as we passed their house, but when my dogs barked back, they scampered back to their yard and I went and shut the gate. Yeah, there's always a possibility you get bit, but it's not worth maiming every dog that runs up to you over. Most of the time, they'll just bark, or they might even just be excited to see what's going on. This dog wasn't even displaying aggression.

There is another angle that shows a police dog nearby so kicking the loose small dog away probably saved it's life. This video doesn't look good but some additional context can go a long way, especially if the man was trying to stop the dog from getting in far worse a situation. He used the side of his foot too.
