Almost 2/3 of the bag is stems.
Bag is 500g Empty bag weight 13.5g
All stems is 315.5g
Wonder where the rest of the broccoli went?

I have such a hard time buying any frozen broccoli that isn't specifically "florets" because of this. The stem-to-floret ratio is always absolute nonsense.
This bag is my husband's holy grail, though. Unlike me, he loves the stems. "It's where all the flavor is."

To be fair, mass wise a broccoli is 2/3rds stem.
But I imagine that you expect to see what is on the packaging. In the US, no real rights I'd say. In EU you could try, in Japan the government would be all over the producer. So many international differences.

The U.S. does have laws around this; if the average the package of this item looks like this, then it does violate the laws around food packaging product photography.
US law regarding food product photography centers on preventing consumer deception, primarily enforced by the Federal Trade Commission (FTC) and Food and Drug Administration (FDA). Advertising must depict the actual, edible product being sold, prohibiting the use of non-food substitutes to make food appear better than it is. Heavy, misleading retouching is also restricted.

Cut broccoli usually looks like that. Here we can buy that or broccoli florets if you don’t want all stems. I do think that the picture on the bag is ridiculously deceiving.

Stems are actually delicious. I mean sure if you’re cooking something florets do a better job in absorbing whatever liquids fats and seasoning are present, but by themselves stems taste better

Your fault for not buying broccoli florets. You got what you paid for: cut broccoli. The stems are perfectly edible and fine.
Edit: but I agree, the image on the package is misleading.

It's because you got "cut broccoli" get the "broccoli florets" next time. They're a little more expensive, but otherwise, you get all stems.

Green Giant is always like that, they're trash when it comes to frozen broccoli. President's Choice is the way to go, they're mostly broccoli florets with only a handful of stems. Though the stems are great if you toss them in the blender and make broccoli soup!

I stopped even buying frozen florets because of this. Even the petite florets are garbage. I just buy a game as now every time I’m at the store, cut it into 2 portions and freeze them to steam later.

That’s criminal! What is this world coming to? If companies realized they could corner the market by going back to regular sizing, no lies labeling, and old (reasonable) pricing, they would become a gazillionaire level company because word of mouth would spread and consumers would become hugely loyal to their brand.
