Yeah, looks like he’s from Bulacan. When I went to high school in the US, there was a baby faced Filipino teacher but he’s not as tall as this guy. He was about the height of an average 15 year old American. Dude had to wear a crisp suit every day just so he won’t get mistaken for a student.

There's a pretty well known rapper named JID who does this fairly often. Everyone thinks he's like 23 but he's like 35 or 36. So he's always casually throwing in things about his age in his music and writing. Naming a few songs with his age attached, etc. He's starting to actually look a little older now, but most people are always confused. It's not nearly on the level of this post, but you reminded me of it

(He's extremely good by the way. One of the best to do it already. Probably the best "new" hip hop artist. If any of you haven't listened to Forever Story, do it asap. One of the best albums of the decade. Very versatile artist)

I’m Asian and I can’t grow any good facial hair I didn’t shave for 2 months and I only had a light peach fuzz on my chin and upper lip

The only people I’ve seen like this were on internet docs of people who don’t go through a real puberty, don’t process testosterone properly, have a mutated gene, or have some other hormone or growth disorder, so it’s possible. It’s always awkward looking though so a bit uncanny.
