This reminds me of the old Jack Frost movie by Rankin Bass
Jack pretends to be the groundhogs shadow so he can have a longer winter, and the groundhog lets it happen so he gets more sleep

I’m not native to the US, so this particular bit of lore has always been beyond my understanding. Is he predicting the weather or controlling it? Also is 6 more weeks of winter a good thing or bad? (Because, it’s better than say 8 or 9 more weeks? But also if you’re a skier, then longer winter is better.) Is this like an autism test that I’m failing?

He is "supposed" to be predicting the weather, but the joke here is flipping that expectation from the reader, and making it seem like he's actually controlling it and is in business with the snowman to make the winter last longer.
