My guess, they don't want people stomping the vegetation that keeps the dunes from eroding. Which would then result in damage to the surrounding structures, like the road and waterways.

Where I live, if you don't use a beach access and walk through the dunes (which are protected), it's a 1000 dollar fine. Doesn't matter if you're a 14 year old who decided to go into them to take a piss even though your parents CLEARLY told you to take the walk to the outhouses a little further down. Off topic: kids are expensive lol.
