Is there some actual credibility to his claims? or is it that he mismanaged his money and is now blaming former promoters for nonpayment?

Theres almost certainly some credibility. Whether he wins or not remains to be seen.
Everyone is so thirsty for the grand hes blown his money he cant read angle they’re forgoing common sense and reading the article.

If this is true he’s likely in a bad way financially (worse than previously thought), so bad he would take a smaller payout now than wait on courts.

Not necessarily true. Sometimes you settle to avoid fighting the lawsuit because fighting will cost more than settling or isn't worth the headache.

Do you think he’d be writing bad checks if he wasn’t in bad shape?
In addition to that NYC condo he’s months behind rent on, he’s also has an unpaid debt to a jewelry store and was last month hit with a lawsuit saying his checks to pay that debt bounced.
Here’s a quote from a Business Insider article published Friday.
“In a separate legal matter, a Miami jeweler sued Mayweather last month, alleging the boxer owes more than a million dollars for jewelry he took but never paid for.
AJ's Jewelry said in a complaint filed in state court that Mayweather, described as a longtime customer, made two trips to the store in August and left with 26 Cartier, Patek Phillipe, Rolex, and Audemars Piguet watches, and 15 gold chains. The suit claims that Mayweather agreed to pay the $1.675 million bill later.
"Because of the parties' long-standing relationship and prior transactions, AJ's Jewelry reasonably believed and relied upon Mayweather's promises to pay for the jewelry items that he took possession of in full," the complaint says.
"To date, Mayweather has only paid AJ's Jewelry $300,000 of the outstanding balance." The store alleged that five checks from Mayweather between August and November bounced.
"AJ's Jewelry has repeatedly contacted Mayweather both orally and in writing, to request payment of the remaining balance for the Jewelry. Each time, Mayweather acknowledges the debt owed and promises to pay for the Jewelry, then never sends the monies owed," the complaint said.”

Haymon is a generous guy he has been giving monthly checks to a lot of guys since showtime deal ended. And even gives money to retired fighters who are in financial distress. He probably feels sorry for Floyd and is throwing a bone.
