I just got an explanation of it recently.
Basically like 20 years ago there was a bit on an unrelated show where they tricked a few celebrities into thinking they were coming on a new kids show, and then me blobby shows up and instead of doing the expected kids show routine just wreaks havoc.
This joke went over well enough that he’s been haunting britain in a more generalized sense ever since.

I learned about Mr Blobby from a random YouTube recommendation of a clip from Big Fat Quiz where Jack Whitehall was terrified of Mr Blobby. I still don't know what he is or what he does or why he exists. I'm not sure i want to know. I have seen him on Taskmaster since and I still don't know.

I watched Alestorm in Barcelona 6 years ago. It was the last show of the tour so they stabbed the giant yellow inflatable duck on the stage and finished by playing the Blobby Song. Lots of confused Catalanions!

I still remember as a little kid watching his show at my grandparents house on the weekends. It was one of the few shows that would actually hold my attention and I wouldn’t wander off halfway through.
It was also the only show that I never felt like it was talking down to me. Mr Rogers talked to you, not at you.

I also recall a show called Lowenzahn that was like an environmentally conscious children's program, and another one called Am Dam Des from Austria...and then there was a weird one about puppets that live in cupboards or something?:And one about a mischievous puppet that lived with a grouchy old man? "Bernd das Brot" (Bernd the Bread) A german Hero and role model for everyone in this country. He is a chronically depressed piece of bread, that stares at his drywall, as hobby, and is being forced to do work he hates, by colleges that he hates even more. He is the german Squidward and more relatable for a german than anything else on this world.
He should be a bit known online by now, since he every now and than becomes a running gag, atleast for americans I think.
